Dear North Marion School District Parents and Families,
The Oregon Health Authority (OHA) has released new guidance. Effective Friday, January 14, Oregon will no longer consider indoor masked contact in K–12 settings, including school buses, to be an exposure, regardless of social distancing.
Masked contact means that all people (the source person and others) must be wearing their mask properly (fitting snugly over the nose and mouth). Only a K–12 indoor, unmasked exposure will be subject to quarantine. (Unmasked means one or both parties are not wearing the mask properly). The OHA’s updated guidance strongly advises students and staff to maintain social distancing as much as possible.
The new recommendations are based on the fact that strategies in K–12 schools (wearing masks properly, social distancing, getting vaccinated) have worked well to reduce the number of people getting COVID-19. Evidence indicates that most cases of COVID-19 occur after individuals have participated in indoor unmasked activities.
This new guidance will allow schools to focus resources on identifying high-risk, indoor, unmasked exposures most likely to result in transmission of the virus.
If exposed, fully vaccinated children and adults who are up to date with their COVID-19 vaccination series and are symptom-free are not subject to quarantine and may continue to attend school.
Unvaccinated children and adults who are exposed to a positive COVID-19 case at school may qualify for the Test to Stay program to continue attending school.
Unvaccinated children and adults who are exposed during indoor unmasked extracurricular activities will need to be quarantined.
The Test to Stay program (only for unvaccinated students and staff exposed at school) does not allow for testing for exposures that have occurred during extracurricular activities or home and community exposures.
In the Test to Stay program (only for unvaccinated students and staff exposed at school), an initial COVID-19 test is done at school as soon as exposure notification is received (if the family has signed a consent form) and an additional COVID-19 test is done at school between day three to five after an exposure. As long as testing is negative and the person is asymptomatic, they may continue to attend school.
For community and home exposures, the quarantine period is five days. Students and staff may return on the sixth day after exposure with a COVID-19 test given on the fifth day (in the community and home) AND they are asymptomatic. (Testing is recommended, not required. If vaccinated, quarantine is not required as long as asymptomatic).
For ongoing home exposures where isolation of the COVID-19 positive person is not possible, students and staff will quarantine for a total of 10 days — if unvaccinated and asymptomatic. That is 10 days from the infected person’s positive test or the first time that the person shows symptoms. If vaccinated, quarantine is not required as long as the person is asymptomatic.
If symptoms begin while in quarantine, then a required five-day isolation period begins. The day symptoms begin is considered the onset day, and day one of isolation starts the next day. (This applies to both vaccinated and unvaccinated people).
If someone has tested positive or has symptoms of COVID-19, a five-day isolation period is required, starting with whichever came first, COVID-19 symptoms or a positive test result. No additional testing should be done to return to school on the sixth day. Yet symptoms must have improved and a person must be fever free for 24 hours without using fever-reducing medications. (This applies to both vaccinated and unvaccinated people).
Based on this new exposure and quarantine guidance, the staff is updating notification letters to families. We anticipate fewer students will need to be quarantined under this new guidance, so more students will be able to continue to go to school. Proper mask wearing will help us keep schools open. Note: The Centers for Disease Control and Prevention has updated its masking guidance to stress the effectiveness of N95 and KN95 masks in slowing the spread of COVID-19.
Note: Test to Stay is restricted to the classroom, school bus, and other indoor school setting exposures where everyone is using a mask properly. If the exposure occurs during lunch, Test to Stay is still available, and students may stay as long as they are asymptomatic. Please see the graphic at the bottom for clarity.
If your child tests positive to COVID-19, please notify your school secretary, who can make sure the school nurses are notified. Please do not bring a sick child to school.
The OHA and the Oregon Department of Education plan to release an updated version of the Planning for COVID-19 Scenarios in Schools. COVID-19 guidance and recommendations are subject to change, and the North Marion staff will strive to keep you updated.
