Non-Resident Student Transfers IN and OUT

2024-2025 TRANSFERS IN: The North Marion School District Board makes an annual determination regarding the Inter-District Transfer process for grades K-12 students and their families requesting transfer into and out of North Marion School District.  This process begins with families requesting release from their resident school district and then requesting admittance to their preferred district.  The School Board makes annual decisions regarding whether to accept students into the district through the inter-district transfer process and if so, how many at each grade level.  For a printable version of the 2024-2025 Transfers In and Out Guidelines, see support documents below. 

School Board Recommendation for Transfers In 2024-2025:  

If the grade level requested is at capacity or closed, the district will automatically accept 2024-2025 entry of Grade K-12 students into our district if:

     a) Non-resident student(s) currently enrolled, attending, and meeting conditions (Terms of Agreement) of transfer in the NMSD as stated below.

     b) Siblings of non-resident student(s) currently enrolled in the district.

     c) Families who qualify for a documented hardship cause according to Senate Bill 709, ORS 581-021-0019(6)(a), in the event of an emergency to protect the health, safety or welfare of the student, a detrimental condition, safe public school choice, or homelessness.  Hardship is defined in ORS 581-021-0019(1)(c).

APPROVED OPENINGS (*): The district will accept non-resident transfers based on space availability (grade level/course sizes) resources, staffing, and school capacity for the following schools and grade levels: 

  • Grades K-2 - OPEN 
  • Grades 3-5 - OPEN 
  • Grades 6-8 - OPEN
  • Grades 9-11 - OPEN
  • Grade 12 - Case-by-Case

(*) Please submit your transfer request IN to NMSD as soon as possible, but not later than September 1st.   Openings may close once we have reached our grade level/class size limits.

Terms of Agreement: 

  • Athletics (OSAA):  High School Only.  If your student intends to participate in athletics or activities, a Student Intent and Eligible Transfer Certificate are required to have on file PRIOR to your student’s attendance at practice, games or activities.  Students and families are responsible for ensuring their students meet OSAA transfer regulations by checking with the high school athletic director.  If you have additional questions, please visit the OSAA website at http://www.osaa.org/parents-students, or contact the High School Athletic Director, Mark Sundquist at (503) 678-7121.  
  • Attendance and Behavior play an integral role in the success of your child’s achievement and are a consideration in the transfer contractual agreement.  Failure to meet the Terms of the Agreement listed below shall result in rescinding/revocation of the agreement and your student will be required to return to their home resident school.  
    • Attendance:  On-time and full-day attendance must be 92% or greater each month, no excessive tardies or early departures. 
    • Behavior:  No more than one suspension per academic year; no suspension of five days or more; and no expulsion.
  • District Policies, administrative regulations, school, and classroom rules;
    • Violates district or school policies and rules;
    • Threatens the safety of others or self;
    • Causes significant disruption to the learning environment 
  • Parent(s)/Guardian(s): Shall maintain an ongoing positive relationship with teachers, school principal and administration.
  • Residence: Your child must reside with you (the parent or person in a parental relationship) at the residence listed on your transfer application. 
  • Transportation: To and from school is your responsibility; however access to our existing bus routes may be authorized by the district, depending on safety, available seats, and if student(s) are supervised prior to pick-up and following drop-off.

School Board Recommendation for Transfers Out 2024-2025: 

2024-2025 TRANSFERS OUT:  A district may consider a transfer request outside of the inter-district transfer policy and procedures where a hardship exists.  Oregon is not a school of choice state, however, allows school districts to establish procedures for the review of any student request to attend school in another district.  We have adopted this approach because our fundamental beliefs and core values represent excellent instruction and services provided directly to students are the most effective methods for achieving our strategic goals, including student achievement."  If you live in NMSD district boundary but wish to have your child attend school in a different district, you must receive permission from both districts.  

Approval or non-approval will be based on the school superintendent’s decision regarding transfer out limits and criteria set forth by policy.  Including, mid-year moves, summer moves, and if meets special hardship ruling pursuant to OAR 581-021-0019(6)(a), in the event of an emergency to protect the health, safety or welfare of the student, a detrimental condition, safe public school choice, or homelessness.  Hardship is defined in  OAR 581-021-0019(1)(c).  

Notification of approval or denial regarding your application will be communicated to you by the district by a written letter and/or email.  Students who do not meet the criteria above will not be released from NMSD through the inter-district process.  NMSD may request or obtain additional information for this process.  

If your transfer out request is declined, you may contact your desired district about tuition options if you wish your child to attend there.
